UN nuclear inspection gets under way in Iran

(AP) ? Iran's foreign minister expressed optimism Sunday that a visit by U.N. inspectors to Iran's nuclear facilities would produce an understanding, despite world concerns that Iran is trying to build nuclear weapons.

The three-day inspection tour by the International Atomic Energy Agency team comes during spiking tension. The West is imposing new sanctions to try to force Iran to slow or halt its nuclear program, and Iran is threatening to close the Strait of Hormuz, a vital oil passage, in retaliation.

Visiting Ethiopia, Iranian Foreign Minister Ali Akbar Salehi appeared to be trying to defuse the crisis.

"We are very optimistic about the mission and the outcome" of the IAEA mission, Salehi was quoted as saying by Iran's semiofficial Mehr news agency.

"We've always tried to put transparency as a principle in our cooperation with IAEA," Salehi said. "During this visit, the delegation has questions and the necessary answers will be given,"

The findings from the visit could greatly influence the direction and urgency of U.S.-led efforts to rein in Iran's ability to enrich uranium ? which Washington and allies fear could eventually produce weapons-grade material. Iran has declined to abandon its enrichment labs, but claims it seeks to fuel reactors only for energy and medical research.

The team is likely to visit an underground enrichment site near the holy city of Qom, 80 miles (130 kilometers) south of Tehran, which is carved into a mountain as protection from possible airstrikes. Earlier this month, Iran said it had begun enrichment work at the site, which is far smaller than the country's main uranium labs but is reported to have more advanced equipment.

The U.N. nuclear agency delegation includes two senior weapons experts ? Jacques Baute of France and Neville Whiting of South Africa ? suggesting that Iran may be prepared to address some issues related to the allegations that it seeks nuclear warheads.

In unusually blunt comments ahead of his arrival, the IAEA's Deputy Director General Herman Nackaerts ? who is in charge of the agency's Iran file ? said he wants Tehran to "engage us on all concerns."

Iran has refused to discuss the alleged weapons experiments for three years, saying they are based on "fabricated documents" provided by a "few arrogant countries" ? a phrase authorities in Iran often use to refer to the United States and its allies.

"So we're looking forward to the start of a dialogue," Nackaerts told reporters at Vienna airport. "A dialogue that is overdue since very long."

In a sign of the tensions that surround Iran's disputed nuclear program, a dozen Iranian hard-liners carrying photos of slain nuclear expert Mostafa Ahmadi Roshan were waiting at Tehran's Imam Khomeini airport early Sunday.

Iranian state media allege that Roshan, a chemistry expert and director of the Natanz uranium enrichment facility in central Iran, was interviewed by IAEA inspectors before being killed earlier this month in a bomb attack that Iran claims is part of an Israeli-led covert campaign of sabotage and slayings. Roshan was at least the fourth member of Iran's scientific community to be assassinated.

In Vienna, the IAEA said it did not know Roshan and never talked to him.

The IAEA team wants to talk to key Iranian scientists suspected of working on a weapons program. They also plan to inspect documents related to nuclear work and secure commitments from Iranian authorities to allow future visits.

It's unclear how much assistance Iran will provide, but even a decision to enter a discussion over the allegations would be a major departure from Iran's frequent simple refusal to talk about them.

Iran also has accused the IAEA in the past of security leaks that expose its scientists and their families to the threat of assassination by the U.S. and Israel.

The visit was set to coincide with a vote in Iran's parliament on a bill that would require the government to immediately cut the flow of crude oil to Europe in retaliation for sanctions. Lawmakers postponed the vote Sunday to further study the bill, and no date for a vote has been set.

The draft bill is Iran's response to an EU decision last week to impose an embargo on Iranian oil. The measure is set to take full effect in July.

The head of Iran's state oil company said Sunday that pressures on Iran's oil exports ? the second biggest in OPEC ? could drive prices as high as $150 a barrel.

"It seems we will witness prices from $120 to $150 in the future," Ahmad Qalehbani was quoted by the official Islamic Republic News Agency. He did not give a timeframe for the prediction, nor any other details.

The price of benchmark U.S. crude on Friday was around $99.56 per barrel. About 80 percent of Iran's foreign revenue comes from exporting around 2.2 million barrels of oil per day.

Oil prices have been driven higher in recent weeks by Iran's warnings that it could block the Strait of Hormuz at the mouth of the Gulf, the route for about one-fifth of the world's oil. Last week, the American aircraft carrier USS Abraham Lincoln, joined by French and British warships, entered the Gulf in a show of strength against any attempts to disrupt oil tanker traffic.

World Bank warns of global growth slowdown (AP)

BEIJING ? The World Bank has warned of an impending global economic slowdown, sharply cutting its growth forecast and cautioning developing countries to prepare for shocks.

The bank on Wednesday lowered its growth forecast for developing countries this year to 5.4 percent from 6.2 percent, and for developed countries to 1.4 percent from 2.7 percent.

It forecast a contraction this year for the 17 countries that use the euro currency, cutting their growth forecast to -0.3 percent from 1.8 percent.

'Glee' Star Chris Colfer Teases Michael Jackson Tribute Episode

Fox's song-and-dance series "Glee" is no stranger to a star-studded cameo or two, with the likes of Gwyneth Paltrow, John Stamos and Kristin Chenoweth all walking the halls of McKinley High during the past two and a half seasons. And as the show returns from a month-long hiatus, Gleeks aren't the only ones anticipating a few more famous faces. As star Chris Colfer told MTV News on the Golden Globes red carpet, there's plenty to look forward to when New Directions warble again January 17.

"Well, the Michael Jackson episode ...," Colfer answered when asked about his most-anticipated upcoming episodes. "We have a Spanish episode coming up with Ricky Martin. We have a Valentine's Day episode coming up, so that's going to be fun."

Martin is slated to play "the hottest Spanish teacher ever in the history of Ohio," according to TVLine. The actor/singer recently tweeted a joyful picture from his first day on set.

As to how the King of Pop's prolific songbook will manifest itself in the January 31 tribute episode, Colfer explained, "Well, I sing part of 'Black [or] White.' I'm the 'White' in 'Black [or] White,' and I sing 'Ben,' that famous song he wrote for the rat."

The rodent in question is the pet of a young boy named Danny in the 1972 film "Ben." Jackson sang a version of the theme song that appeared in the movie's closing credits and was later included on his 1972 album also named Ben. The track "Black or White" was the first single off of Jackson's 1991 album Dangerous.

Judge orders removal of school prayer mural (Reuters)

(Reuters) ? A federal judge has ordered the immediate removal of a Christian prayer mural displayed in the auditorium of a Rhode Island high school, saying it violated a U.S. constitutional ban on state-sponsored prayer in public schools.

U.S. District Judge Ronald Lagueux rejected the school's claims that the message in the mural - which opens with "Our Heavenly Father" and closes with "Amen" - was purely secular.

"No amount of debate can make the School Prayer anything other than a prayer, and a Christian one at that," Lagueux wrote in a 40-page opinion.

Jessica Ahlquist, a student at Cranston High School West, sued the city of Cranston and its school committee in April 2011 to remove the banner, which dates back to 1963.

As an atheist, Ahlquist said the mural made her feel excluded and ostracized. She accused the school of violating the Establishment Clause of the Constitution's First Amendment, which prevents the government from promoting one religion over another.

School officials responded that the banner was a historical memento of the school's founding days and did not serve any religious purpose. The prayer encourages values of honesty, kindness, friendship and sportsmanship.

Joseph Cavanagh, a lawyer for the city and school officials, said they were analyzing the opinion to determine whether to file an appeal.

"We were hoping this banner would be viewed as a neutral, secular, historic display," Cavanagh said. The mural, donated by the class of 1963, had evolved historically in the community and never had a religious purpose, he said.

The court relied on a 2005 case in which the U.S. Supreme Court called for particular care in separating church and state in public schools. In that case, the high court ruled that a monument displaying the Ten Commandments was acceptable on the grounds of the Texas State Capitol.

But the court added that the same monument on the grounds of a public school would be impermissible, "given the impressionability of the young."

Lynette Labinger, a volunteer lawyer with the American Civil Liberties Union who represented Ahlquist, praised the judge for recognizing that Supreme Court precedent.

"Placement of a public government display of a religious message in a place with impressionable young students has not been upheld," she said.

Microsoft is ready for its Droid moment

Microsoft?s Windows Phone platform needs much more third-party developer interest. It needs buy-in from carriers and manufacturers, who tend to favor the more customizable Android and the popular iPhone alternatives. But if a BetaNews report pans out, Microsoft must think what Windows Phone really needs is its own version of a Droid--a heavily marketed, easily recognizable version of its operating system that nobody in the U.S. can avoid hearing about.

Back in October 2009, there were already Android phones, but more people knew about Android phones in general than any specific reason to buy any particular phone. Actually, most of my friends and relatives just called them ?Google phones.? But Verizon decided it wanted a unique look, name, and marketing push for its first Android phone. In Europe, the black phone with the hard edges, darkly futuristic look and feel, and slide-out keyboard was known as the Motorola Milestone. In the U.S., Verizon and Motorola, after reaching a licensing agreement with the firm behind George Lucas? Star Wars properties, rolled out the Motorola Droid.

Motorola, Verizon, and its implicit partner Google (which gave the Droid a few months of exclusive access to Android 2.0 and its turn-by-turn navigation system) didn?t just release a phone and tell the TV-watching public that it was fast, smart, and had apps. They took direct aim at Apple, releasing ads that pointed at every major possible advantage the Droid had over the iPhone with a [series of ?iDon?t? statements](http://www.youtube.com/watch?v=e52TSXwj774). They deliberately contrasted and parodied Apple?s inclusive, calm, white-washed aesthetic with ads showing the Droid deployed as tactical cyborg ordinance dropped from the imposing skies.

The three partners spent around $100 million for the initial launch campaign, and many hundreds of millions since to promote other Droid-branded phones. The net effect was a very successful phone, a decent foothold in the smartphone market, and, it?s worth pointing out, confusion ever since between ?Android? and ?Droid? phones.

BetaNews cites sources close to Microsoft as stating that a similar coalition will form around the Lumia 800, a Nokia-made phone that will first be available exclusively on AT&T. And the purported price tag is a familiar $100 million. AT&T, for its part, will make the phone, possibly marketed as the ?Ace,? a ?hero? phone in its stores, giving it prominent signage and pushing its sales people to place a priority on selling the phone.

On the one hand, Microsoft?s Windows Phone could stand to get out there and be compared to its competitors. Windows Phone is a unique, often strikingly different smartphone system, and it often looks and flows great, on the right kind of hardware. But that?s when we?re talking about the standard applications. There are some definite third-party standards in the Windows Marketplace, including Facebook, Spotify, and Yelp, but there are many apps and games familiar to iPhone and Android veterans that are missing, or poorly represented by modest knock-offs. There are many smartphone owners who mostly use their smartphones for browsing and email, but in my own experience, a steady trickle of announcements of neat apps ?available for iPhone and Android? can eat away at someone?s confidence in their phone as a platform worth keeping around.

So it?s important for Microsoft to put one easily remembered phone on a $100 million pedestal. But it?s equally important for all the partners in this deal to make Windows Phone a place where developers believe they can find a new, paying marketplace for their apps.
