At least 11 hurt in stabbing on Texas college campus, authorities say

As many as 14 people were hurt and two are in critical condition after calls flooded into 911 with reports of multiple people stabbed. NBC's Janet Shamlian reports.

At least 14 people were hurt Tuesday in a stabbing spree at a Texas community college apparently carried out by a student, authorities said. Sheriff?s officials said the suspect was in custody.

At least two victims were in critical condition. It was not immediately clear how severe the other injuries were. The stabbing happened at the CyFair campus of Lone Star College, in the Houston suburb of Cypress.

The school said the attack happened ?in and around? its health science building. Harris County Sheriff Adrian Garcia said that authorities were not certain what the weapon or motive was. He said the suspect was 21 years old.

Memorial Hermann Texas Trauma Institute said it had two patients in critical condition and six in all, including four flown there by helicopter.?Three patients were upgraded to good condition Tuesday evening?and one had been discharged.

A spokeswoman for another hospital, North Cypress Medical Center, said it had taken six stabbing victims who were in stable condition.

Two other victims were treated at the scene and declined to be taken to the hospital, the sheriff said.

The school closed for the day and ordered students to find shelter somewhere safe. Campus police caught the suspect, the Harris County Sheriff?s Office said. The school planned to open Wednesday.

The stabbing happened just after 11 a.m., a college official said. The school had warned students that a second suspect might be at large, but sheriff?s officials said later that they believed they had the only suspect in custody.

In January, three people were shot at a separate campus of the same college. A federal official said that those shootings appeared to be gang-related. A 22-year-old man was charged with aggravated assault.

The Lone Star system of colleges has 90,000 students in all.

Hooters waitress refuses wig to hide surgery scar, loses job?

Following brain surgery, your main worry should not be whether you?ll get fired at work for refusing to wear a wig that scrapes your scar. But former Hooters waitress Sandra Lupo contends in a lawsuit that?s what happened when she declined to don a wig and her hours were reduced so much, she was forced to quit.

She filed a disability discrimination lawsuit in Missouri against Hooters of St. Peters, LLC and Hooters of America LLC and is seeking $25,000 for mental and emotional distress, plus punitive damages, attorney fees and other relief.

"Hooters of America believes the lawsuit is without foundation, denies the accusations and has filed a motion that the lawsuit be dismissed," the company said in a statement to NBC News. Hooters, in an April 5 response to the court, denies most of her statements and says ?its actions were taken for legitimate, nondiscriminatory business reasons.?

Hooters is a privately held chain of restaurants that bank on attractive waitresses wearing short shorts and cleavage-hugging shirts.

Lupo, who had been working at the Hooters of St. Peters, Mo., since 2005, was in her last six weeks of nursing school and was at her computer in June 2012 when she felt tingling and numbness on her left side. ?I was bleeding out in my brain,? she told NBCNews.com.

She spent a week in the hospital following her July 2 surgery and was visited by her Hooters manager, according to her suit filed on the Circuit Court of St. Charles County.

The lawsuit claims that her store manager told her ?she could return to work as soon as she was capable, and that, she could wear a ?chemo cap? or any other items of jewelry to distract from her lack of hair and the visibility of her cranial scar.?

Her hair had been cut to ?-inch for the surgery.

On July 16, Lupo?s doctors gave her the all-clear to return to work. Soon after, she met with her manager and the Hooters' regional manager, who said she would be required to wear a wig at work, according to Lupo?s lawsuit.

Hooters? April 5 filing does not address whether any of its employees told Lupo to wear a wig. It says that her manager ?informed her she would need a head covering.?

At the time of the meeting, Lupo protested that she was unable to afford a wig, which can cost from several hundred to several thousands of dollars, according to her claim.

When she did return to work July 21, wigless, she was told a wig was required. She then borrowed a wig but it ?caused extreme stress to her body because of the surgery and the healing wound,? according to the suit.

Hooters then reduced her hours ?to the point that Plaintiff could not earn an income, thereby forcing Plaintiff to quit,? according to the suit. ?It is and has been the routine custom, policy and practice of Defendants to reduce their employees? hours which forces them to voluntarily resign thereby making them ineligible for unemployment compensation.?

The Hooters filing specifically denies that allegation.

After Lupo said she could not wear the wig, Hooters stopped scheduling her for as many hours, she said.

?I actually had to beg for one shift a week,? Lupo said. Pre-surgery, she was working several days a week while finishing nursing school. She had also trained staff and worked promotions for the restaurant, but no alternate duties were offered to her.

?They refused to accommodate it,? she said.

Today she is recovered, graduated and working as a registered nurse.

?Justice,? she said, is the main goal of the lawsuit.

A string of recent iPhone and Galaxy price cuts has rocked the phone markets from Europe to Brazil to India. This is the season for price cuts from Apple (AAPL) and Samsung (005930), and we see the same thing every year. But this time around, the cuts are more severe than we have ever seen before. Some pricing on Galaxy S models in Asia have dropped by nearly 50% as Samsung battles back against the insurgency of upstart brands like Micromax and Karbonn. The Galaxy S III?s price in Europe has plunged by nearly 40% from June 2012 as Samsung prepares to debut the Galaxy S4. Apple?s iPhone 4 has dipped to just $270 in Brazil. In India, Apple now offers to pay 7,000 rupees?for old smartphones from consumers who trade them in towards an iPhone 4 ? probably the most aggressive promotion Apple has ever launched over there.

The impact of these moves is already becoming evident in Europe. The widely followed USwitch smartphone sales tracker now shows five Samsung models and three Apple models in the U.K.?s top-10 chart. Discounted models from the two giants have knocked out all of BlackBerry (BBRY), LG (066570) and Nokia?s (NOK) handsets, which still showed up in the January-February charts. Back in January, no fewer than four Nokia models made the top-10 list.

In the spring of 2012, both Samsung and Apple were still enjoying strong volume growth and market share gains practically across the globe. But by Christmas 2012, Apple?s global smartphone volume growth cooled to 29%, below the industry average; and Samsung?s market share had started slipping a notch in India. Both Apple and Samsung are now getting a lot more aggressive with pricing and promotions. The overall smartphone volume growth has dropped from 50%-plus in January 2012 to around 35% in Q1 2013.

The impact on smaller rivals in Q2 2013 could be profound. As relatively fresh high-end models like the Samsung Galaxy Note II suddenly drop to the medium price bracket, they put a lot of pressure on HTC (2498), LG, Nokia and BlackBerry ? brands that are trying to recover from extremely weak performances in 2012. Apple?s notable April aggression in emerging markets like India and Brazil may be a sign that it plans to get far rougher on budget rivals in 2013 than it has ever been before.

It could well be that the second quarter?this year will be one of those watershed quarters when market shares swing sharply after a period of slower change. As mobile handset vendors prepare to report their Q1 2012 numbers, it makes sense to pay particular attention to the spring guidance; the game is now changing radically from the January-March period.

Ex-lawmaker elected to succeed Jackson Jr.

CHICAGO (AP) ? Former Illinois state Rep. Robin Kelly, whose campaign received a $2 million boost from New York City Mayor Michael Bloomberg, easily captured Tuesday's special election to replace former U.S. Rep. Jesse Jackson Jr.

The win for the Matteson Democrat was widely expected as the Chicago-area district, which Jackson represented from 1995 until late last year, has been a Democratic stronghold for roughly six decades. Kelly emerged from a crowded field in the February primary by focusing heavily on anti-gun efforts and was helped by ads from Bloomberg's super PAC.

Kelly, 56, vowed to become a leader in the federal fight for gun control legislation and echoed the promise after her win.

"I'll continue to speak about it in the district. I'll continue to be in touch with those who have lost their children. I'll speak out where I can in D.C.," she told The Associated Press before her victory speech in Matteson.

She easily won over Republican community activist Paul McKinley, three independent candidates and a Green Party candidate in the district that includes city neighborhoods, suburbs and rural areas.

Her win also marked the end of an era for voters who had supported Jackson at the polls with healthy majorities each election after he took office. The Chicago Democrat stepped down in November after a mysterious medical leave where full details were never disclosed to the public. He cited his health and acknowledged he was under federal investigation in his resignation letter.

Months later ? as campaigning to replace him ramped up ? he pleaded guilty to charges that he misspent $750,000 in campaign funds on everything from toilet paper to furs.

Jackson was the third congressman in the district to leave under an ethical cloud, and many voters said Tuesday that they were just ready for a change.

"It hurt my heart. I had him way up here on a pedestal," said Robert Pierson, a Dolton resident who cast a ballot for Kelly on Tuesday. "I hope this time we are going to get it right."

Other voters said it was Kelly's attention to anti-gun efforts that made her an attractive candidate. Guns became the top issue during the campaign ? particularly before the primary ? and ads from Bloomberg's PAC played up that Kelly supports an assault weapons ban. The television spots also targeted one of her primary opponents, former one-term U.S. Rep. Debbie Halvorson, who has received favorable ratings from the National Rifle Association.

Some voters, and certainly Kelly's political opponents, questioned the outside involvement. There were allegations of Kelly colluding with Bloomberg, which is prohibited. She dismissed those claims.

However, some voters said Tuesday they didn't mind Bloomberg's involvement, particularly on the issue of guns and violence. The election comes as Chicago has seen an uptick in murders.

"Mayor Bloomberg, he's for right," said 62-year-old suburban Chicago voter Ted Norwood, who cast a vote for Kelly. "He speaks for everybody."

After her primary win, Kelly received praise from Bloomberg and Vice President Joe Biden, and she recently received an endorsement from President Barack Obama, who noted her anti-gun efforts.

McKinley, 54, had portrayed himself as an anti-establishment candidate, blasting Chicago's machine politics. McKinley is an ex-convict who served prison time for robbery and other charges. On the campaign trail, he talked about his reintegration into society and how it made him a voice for inmates.

He said Tuesday that he wished Kelly good luck.

"The voters have voted, and she must work for the voters and not for the machine," he told the AP.

When Kelly heads to Washington she will face other challenges. She'll be taking over after Jackson, a nearly 17-year incumbent with a spot on the powerful House Appropriations Committee.

Despite Jackson's legal problems at the end of his career ? he was under a House Ethics Committee investigation for ties to ex-Gov. Rod Blagojevich ? he brought home close to $1 billion in federal money to the district. He also had strong ties with community leaders and a family legacy. His wife was a former Chicago City Council member, and he's the son of civil rights leader the Rev. Jesse Jackson.

Kelly said she's ready for the challenge and had already considered where to set up constituent offices in the district that overlaps with some of her old legislative district. Kelly served two terms as a representative in the Illinois House.

Voter turnout was low in several parts of the district. Tuesday's special election coincided with municipal elections ? not including Chicago, which elected its mayor and City Council in 2011. Early estimates for city precincts were roughly 8 percent with an anticipated 12 percent by day's end. Election officials said turnout was expected to be higher than the 2009 special election to replace Rahm Emanuel, who left Congress to be President Obama's chief of staff. In that year, roughly 10 percent of city voters went to the polls.

Turnout was higher in the suburbs, particularly areas with contested municipal elections.

Jackson, who has stayed out of the public eye since his medical leave last summer, appeared in federal court in February, where his wife Sandi Jackson also pleaded guilty. He faces up to 57 months ? more than four years ? in prison and a fine, under a plea deal with prosecutors.

Google, AT&T target Austin for high-speed Internet

SAN FRANCISCO/NEW YORK (Reuters) - Google Inc said on Tuesday it plans to bring its ultra high-speed Internet and television service to Austin, Texas, next year, prompting AT&T Inc to reveal its own plans to follow suit - if it gets the same terms from local authorities.

AT&T appeared to be making a political point to highlight the heavy regulations that encumber traditional phone companies, analysts said.

Google promised to begin connecting homes in Austin by the middle of 2014 with a 1-gigabit-per-second Internet service, roughly 13 times faster than the speediest service AT&T had previously committed to offering and about three times faster than the zippiest available from Verizon Communications.

The Austin launch would be Google's first move to expand its "Google Fiber" service beyond Kansas City, Missouri, introduced last year. Google says the Fiber Internet service is 100 times faster than today's average broadband performance.

But as Google unveiled its plans at an event in Austin that featured Texas Governor Rick Perry, Austin's mayor and other city officials, AT&T issued a challenge to the city to provide a more level playing field.

"AT&T's expanded fiber plans in Austin anticipate it will be granted the same terms and conditions as Google on issues such as geographic scope of offerings, rights of way, permitting, state licenses and any investment incentives," AT&T said in a statement.

The No.2 U.S. telecommunications firm did not provide a time frame for its own planned Gigabit network, which it said would not materially alter its anticipated 2013 capital expenditures.

"AT&T is making the point that they could make a lot more investments in many of their communities, absent the regulatory burdens which every community puts on providers," said Raymond James analyst Frank Louthan.

While Louthan said he did not know what the terms of Google's Austin deal were, he pointed out that Google received various benefits in Kansas City, including preferential right-of-way access, access to data centers, and reduced pole access rates.

"This immediately puts the city of Austin in a box," said Louthan. "They realize that if they actually give that to AT&T and build it, Google may not come."

Austin City spokesman Doug Matthews said there was no "special incentives" for Google. "The negotiated agreement we had with Google, by state law we're obligated to provide to anybody else who wants to offer the same service," Matthews said.

"If AT&T is interested in providing a similar service we're happy to talk to them about that," Matthews said. He noted that Google was committed to connect up to 100 public facilities under the terms of the agreement.

Google, the world's No. 1 Internet search engine, launched its first Google Fiber service in Kansas City in November. The company initially billed the service as a test project to spur development of new Web services and technology but now says it views Google Fiber as a viable business.

The ultra high-speed connections and television offerings are aimed at surpassing those of current providers, such as cable and telecommunications companies, such as AT&T and Time Warner Cable Inc.

As in Kansas City, consumers in Austin will be able to get standalone Gigabit Internet service or a bundle that includes nearly 200 high-definition television channels. Pricing in Austin is still to be determined, Google said.

Google said it will also offer Austin residents free Internet service, at a slower 5 megabit per second rate for seven years, provided they pay a one-time construction fee that was not specified. In Kansas City, the fee is $300.

The city's authorities, as opposed to federal regulators, hold the oversight power over the terms and conditions for AT&T's and Google's projects.

Federal Communications Commission Chairman Julius Genachowski has been a big proponent of growing high-speed internet access across the country and on Tuesday, FCC Commissioner Jessica Rosenworcel welcomed the news from Austin.

"Every effort we can make to make sure we have the highest speeds available is a good one," Rosenworcel said on the sidelines of the National Association of Broadcasters trade show in Las Vegas. "I think it is such an important economic imperative that we need to fire on all fronts at once."

Google shares finished Tuesday up $2.80, or less than 1 percent, at $777.65. Shares of AT&T closed the session up 14 cents, or less than 1 percent, at $37.76.

Bobby Jindal's popularity hits the skids in Louisiana

Louisiana Governor Bobby Jindal, often rumored to be considering a 2016 presidential run, has run into popularity problems in his home state. A controversial plan to eliminate state income tax could be contributing to his 38 percent approval rating.

Louisiana?Governor Bobby?Jindal, one of the nation's most prominent Republicans and a possible 2016 presidential candidate, has fallen out of favor with local voters, and his bold plan to scrap the state income tax is running into trouble.

Jindal?was re-elected to a second term with two-thirds of the vote in 2011. But his?Louisiana?approval rating was down to 38 percent in a recent poll, worse than Democratic President?Barack Obama?in one of the most conservative US states.

The poll suggested voters think he is spending more time traveling outside the state and burnishing his credentials for a possible?White House?run than tending to local matters.

As the?Louisiana Legislature?prepares to kick off its two-month session on Monday,?Jindal's signature proposal to eliminate the state income tax is facing resistance.

His detailed plan would do away with all state personal and corporate income taxes. It also calls for a 56-percent increase in the state sales tax, a much higher cigarette tax, and the elimination of some tax loopholes to make up the $3 billion shortfall from scrapping the income taxes.

To allay fears that the plan would hurt the poor,?Jindal?has proposed a rebate for low-income residents and some retirees.

The governor says the change would attract business by making?Louisiana?competitive with states such as oil-rich neighbor?Texas, which has no income tax.

In speeches across the state, he has cast it as a way to simplify the system, make it fairer, and give people more control over their own money.

Eliminating income taxes would also be an attention-getting accomplishment for a Republican governor with national aspirations.

"A lot of the pressure seems to be coming from national groups. It's hard to find a constituency in?Louisiana?that was demanding an end to the income tax," said?Jan Moller, director of the nonprofit?Louisiana?Budget Project, which advocates for raising revenue to provide more services.

Jindal, who is Indian-American and chairs the Republican Governors Association, has been outspoken in the debate about how to broaden the appeal of the party after last November's painful election losses.

He made national headlines earlier this year by calling on Republicans to "stop being the stupid party," - a reference to some 2012 candidates self-destructing with comments about women and rape.

HIGH PROFILE

Jindal, 41, appears regularly on national television shows and at events where presidential hopefuls test their appeal such as the recent Conservative Political Action Conference in Washington.

Jindal?was a leading campaign surrogate for losing Republican presidential candidate?Mitt Romney?last year. He gave the Republican response to Obama's first address to a joint session of?Congress?in 2009, but his performance received poor reviews.

His tax proposal has won plaudits from national conservatives such as Grover Norquist, the guru of anti-tax reformers who asks politicians to pledge never to raise taxes.

However, local skeptics have raised concerns that the sales tax increase would disproportionately hit poor residents, increase costs for businesses, hurt New Orleans' tourism industry and make it harder for local taxes to be imposed.

The increase would require a two-thirds vote of both chambers of the Legislature, which have Republican majorities.

But the same poll that showed?Jindal's slumping popularity, conducted by Southern Media & Opinion Research, found 63 percent opposed the tax plan.

The poll of 600 likely?Louisiana?voters was taken March 18-20 and has a 4 percentage-point margin of error.

The?Louisiana Association of Business and Industry, normally an ally of the Republican governor, has opposed the tax plan. Republican House Speaker?Chuck Kleckley?has warned that the changes might increase the tax burden on businesses.

Republican House?Ways and Means Committee?Chairman Joel Robideaux, author of bills that make up the governor's package, said he will not schedule votes until an independent analysis of the plan is completed.

But?Jindal?may yet get his way.?Louisiana?governors historically have done well in bending the Legislature to their wills.

"If the governor is pushing something," Robideaux said in the capital of Baton Rouge recently, "it's never dead on arrival."
